state and local officials because they are going to be providing you with the best advice in terms of how to deal with this storm over the coming days. we just had an excellent meeting with the fema team here, the various agencies that are in charge, including the department of defense, department of energy and others that are going to need to respond very quickly. under craig fugate's leadership here at fema, we've had a chance to talk to the region al officials as well, and i had talks with governors of various states as well as other leaders. everyone is confident that the staging process, the pre-positioning of equipment that will be needed to respond to the storm are in place. but as craig has emphasized, this hasn't hit landfall yet, so we don't yet know where it's going to hit, where we're going to see the biggest impacts, and that's exactly why it's so important for us to respond big and respond fast as local information starts coming in. i want to thank all the members of the team for the outstanding work that they're doing, but the other thing that makes this storm unique

along the shore. and this is really what local officials are worried about. the high tide and the combination of this long duration of the storm that they are expecting. they are expecting about 36 hours for hurricane sandy to really come through this area and just to show you over here as well, they have evacuated this entire area of downtown ocean city. and that evacuation deadline is fast approaching. we have seen people flee town all day long. and they have opened up local shelters in this county where we are hearing about 40 people resorted to shelters already. clearly, they have been preparing for this and also have learned from last year's hurricane irene. here's the local mayor. all right, well, we talked to the local mayor earlier and they are prepared under 24-hour operations here trying to keep the lines of communication open with residents here who chose not to evacuate as well as keeping up-to-date with everything going on in terms of emergency responses and any type of damage that may come because of hurricane sandy, don and chad. >> sandy, standby. we have c

that fema personnel are working closely with state and local governments. we're making sure that food and water and emergency generation is available for those communities that are going to be hardest hit. we anticipate that the center of the storm is going to hit landfall sometime this evening, but because of the nature of this storm we are certain that this is going to be a slow-moving process through a wide swath of the country, and millions of people are going to be affected, so the most important message that i have for the public right now is please listen to what your state and local officials are saying when they tell you to evacuate, you need to evacuate. do not delay. don't pause. don't question the instructions that are being given because this is a serious storm, and it could potentially have fatal consequences if people haven't acted quickly. the good news is that the governors and local officials i think have had a few days of preparation. there's been extraordinarily close coordination between state, federal, and local governments, and so we're confident that the assets

, an election this tight comes down to ground game, early voting. and the numbers this terms of local headquarters are stunning. nationally, obama has a clear edge. 750 local campaign offices compared to around 280 for the romney campaign. so almost a 3-1 split. in the state of florida, tighter. 2-1, advantage obama, 102 to 48. local headquarters. this is just one metric. local headquarters is a question of real estate. what really matters is those voter engagements. it's the phone calls they've made, the ability to get people to the polls. it's the ability to get people to vote early. that is particularly key in a state like florida. but ground game is a critical measure in a race this tight, everything matters in the final sprint. and this -- in the case of headquarters, it's advantage obama, no question. >> you know what, just as you were saying that, we popped up a graphic. and i want to look at those numbers again, because i couldn't believe it. it was the headquarters in ohio, florida and virginia, which are three of the most critical states. obama has 122 to romney's 40. in flo

seeing that? >> reporter: we've seen those images, too. i was talking to the local police just about half an hour ago. the thing that happened, when they were bringing people up, those people who defied the mandatory evacuation order and decided to stay put, we actually interviewed a couple of people before we left who said they were going to ride it out. no big deal. they've seen these storms before. they hadn't seen anything like this. those people we talked to today being brought off the island terrified, huddled in the back of these 2 1/2 ton trucks, the only vehicles that could get across there at that point. even one of the police officers was telling us that this was a terrifying thing. he said that the dunes just broke apart and essentially the ocean ran across those homes. he said it went from three inches to a foot to three feet to five feet in a matter of just a few minutes. he said they actually had to move themselves multiple times as the water rose so they could get to higher ground. the police officer i was talking to said he absolutely has never seen anything like it. >> i

and they are fierce and the high tide combined with the length of this storm is the combination that local officials are really, really afraid of. they're taking every precaution and as residents are taking precautions gearing up, bracing for this storm, cnn is also making sure that we're doing this safe. i'm here with two photographers. eddie gross is on the ground with me and he's also fighting this wind and the rain we've been feeling all day long. up there, i just want to show you in the balconies, another photographer, dave rough, who is also hunkered down bracing himself along the wall here and these are the conditions that a lot of us are working under to make sure that we stay safe out here in the field, but, again, residents here obviously preparing for the worst, don, and making sure that they're boarding up their homes, boarding up their businesses and keep in mind, we're already feeling the effects of hurricane sandy and, you know, it's not even expected to hit here in more than 24 hours. >> listen, sandra, don't go anywhere. i have chad, i know you have to run and you have to do other r

there are big naval operations, where it's a very local political issues. all politics is local. i don't think mitt romney with his a chameleon yesterday. he was channeling john lennon. let's just give peace a chance. i thought it was rather strategic, carol. in the morning whe saw the obam campaign come out with an ad that talked about the clear choice in foreign policy, in trying to portray mitt romney with the war monger with a twitchy finger who wants to kill everybody out there in the world. instead we su a mitt romney who was incredibly agreeable with president obama and i think it got under mr. obama's skin. it got under mine some and maybe under some other conservatives but i think it was a strategic approach he was using even though i will tell you i saw president obama win that debate last night. i think both men came in incredibly well prepared. romney had some solid responses and for a few of the questions. but president obama was well prepared with good rebuttals as well. >> and, maria, many analysts say mr. romney -- it was a smart strategy. he needed only to appear presidential.

protoge. they said this happened about 11:00 local time. that would be about noon eastern, at the azana hair salon. according to that salon's website they open about that time in the morning. what has been described to me by a spokesperson is that a man walked into the salon, some employees said something like, they noticed that he had a handgun and said if you're going to rob the place rob the place or words to that effect. and at that point, according to a federal law enforcement official that's when this mangan firing allegedly shot inside. we know that at least seven people were hit, you heard them indicate very tragically, that three people are now confirmed dead, four people injured and are now being treated at a local hospital. now the search is on for the suspect. the law enforcement official also indicated that they are looking at the possibility that this involved a domestic problem of some kind. martin? >> very tragic. >> susan candiotti, we'll continue to follow it with your help. >>> now to a new tragedy, new details today in that inglewood, colorado shooting, the shooting
